Alternatively, you could use the regen aura from the titan, and replace the aux slot with something else. The aura and buildings would increase your cloaking detection by 1 in that system. That isn't worth the cost on a frigate, but keeping a Titan or jug alive is a big deal, plus you get pulse armor for free on every starbase in your empire.
